Sheff Wed Deals with Serious Challenges, Says New Football Authority

'We will play a key role in football's future' - football oversight chief the new chairman

Sheffield Wednesday's current difficulties are seen as a "serious issue" and the independent regulator is looking to gain the ability to investigate clubs in such situations, its new chair David Kogan has announced.

In a wide-ranging interview, Kogan, who was named to the position this week, showed understanding towards Wednesday's fanbase.

Kogan met with four supporter groups connected to the Championship side recently.

The Championship side have been struggling on and off the field in this season, with the club missing wage payments on five separate occasions, including in September.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," Kogan told.

"The club represents one of the iconic names for English football and this week we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases submitted for our review if they require examination and dealt with."

Economic Challenges and Leadership Concerns

The team's struggling chairman Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in March and May caused limitations by the league officials in summer, stopping Wednesday from completing any recruitment activities for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the Owls followers, Bury or any football club where people are committed to a community organization that has represented their community in numerous instances.

"I completely understand the club's situation, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the supporters."

Questioned about whether the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the chairman emphasized that forcing owners to sell clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is start getting involved with an specific team, an individual owner, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," the regulator explained.

"In actuality, when you examine the past of the sport, over the recent generations there have been some owners, a small minority, but some who have been irresponsible in the way which they've been managing their clubs and ultimately refuse to accept accountability for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to detail the scope of the regulator on Wednesday and insisted it was a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we've got to keep it going.

"Considerable investment coming into football and has come into football for the recent generations, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the next two or three years."

Premier League Concerns

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I fully support the success and growth as an economic entity of the elite league.

"As someone who appreciates the concern of undermining the division as a high-quality offering of the nation. But at the same time, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.

The official contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any sort of politics."
